Paying parking fines

You can pay your parking fine in any of the following ways:

  • In person:
    Payments can be made at our public reception at Mulcture House or at Princess Buildings in Halifax. Alternatively any of the Council’s District cash offices can accept payment. Cash, cheque, postal order and debit / credit cards are accepted methods of payment.
  • By post:
    Make your cheque or postal order payable to Calderdale M.B.C. and send to Parking Services, Regeneration and Development, Mulcture House, Mulcture Hall Road, Halifax, HX1 1SP. Please include your tear-off slip from the fine notice with your payment and write the PCN number on the reverse of the cheque.
  • Online:

  • By telephone:
    Ring 01422 392171 / 392125 to pay your fine by debit or credit card. The office is open 9:00am – 5:00pm, Monday to Friday.

Challenging parking fines

As you will appreciate, no one likes receiving parking fines, and the Council receives frequent and varied representations to have them cancelled.

Obviously, it is extremely difficult to adjudicate on these, whilst at the time providing a fair and consistent system for all users. Details of the Council’s cancellation guidelines can be found at Parking enforcement guidance or seen at our reception at the above address.  All cases will be considered on their individual circumstances.

If you believe that the penalty should not be paid and wish to challenge this PCN (Penalty Charge Notice), you should write to the above address or challenge on-line at Pay parking fines [PCN] (Reference rta91) . All challenges must be in writing and telephone challenges will not be accepted. Please quote the PCN Number, the vehicle registration and your address in all contacts. If you challenge this PCN within the 14 day discount period and the challenge is rejected the Council will usually re-offer the 14 day discount period.

If you are dissatisfied with our decision, the registered keeper of the vehicle has the right to make a formal representation to the Council, however, this can not be done until after a Notice to Owner has been sent. This notice is sent to the person believed to be the registered keeper (according to the Driver and Vehicle Licensing Agency (DVLA) records).  Please note that at this stage if the appeal is rejected, the full amount of £70.00 or £50.00 (depending on the reason for the PCN) will be outstanding.

If your formal representation is rejected the Council will issue a formal Notice of Rejection. Included with this correspondence will be a Traffic Penalty Tribunal (TPT) appeal form.

TPT is an independent tribunal, formerly known as the National Parking Adjudication Service (NPAS), where impartial lawyers consider appeals by motorists and vehicle owners who have been issued with a Penalty Charge Notice.  The tribunal will not charge you to appeal, however, the decision made is final and binding to both the appellant and the Council.

Failure to pay a fine or lodge an appeal with TPT will result in the issue of a Charge Certificate.  This will increase the initial charge by 50%.  If the increased charge is subsequently not paid within 14 days, an application will be made to the County Court to recover the charge.
