Action Planning Teams
Action Planning Teams ( APTs) focus their work towards the action plan for the Safer & Stronger Communities Delivery Partnership and to address problems specific to each of the APT areas.
Under the Crime and Disorder Act (1998), the Local Authority and the Police Service have a duty to work in Partnership to develop and implement a strategy for reducing crime and disorder in Calderdale.
There are four teams who work across the Borough:

| Halifax Central | Park, Skircoat, Sowerby Bridge and Town |
| Halifax North and East | Illingworth & Mixenden, Northowram & Shelf, Ovenden and Warley |
A Community Development Officer supports each team, the Principal Community Development Officer provides overall co-ordination and support.
Membership of Action Planning Teams
Each APT is lead by a senior officer / manager from partner agencies:
- Calderdale Council
- West Yorkshire Police
- Pennine Housing 2000
- National Probation Service.
The core membership is as follows:
- Senior manager (Chair)
- Area Police Inspector
- Primary Care Trust
- Local Authority ( Community Safety, Youth Services, Parks and Streetscene)
- Pennine Housing 2000
- West Yorkshire Fire and Rescue Service
APTs enlist other members on an ad hoc basis to support their work, develop ideas and projects and share good practice.
Structure and accountability
The APTs are accountable to the Community Safety Steering Group which is made up of senior managers from the partner agencies. The Steering Group reports to the Safer Communities Executive (along with the Drug and Alcohol Action Team and the Youth Offending Team).
The Executive reports to the Safer and Stronger Communities Delivery Partnership which is made up of the most senior representatives of partner agencies, Government Office and Elected Members.
Main functions of Action Planning Teams
- To meet on a regular basis (usually monthly) to discuss ideas and concerns, share information and skills and monitor performance.
- To work together to reduce crime and disorder.
- To develop and implement action plans to reflect locally identified issues.
- To consider crime data for the area to enable them to identify issues and set realistic targets, allowing for flexibility to respond to emerging concerns.
- To work with and involve communities in finding solutions to issues of crime and disorder that affect them.
