Members code of conduct
The Standards Committee (England) Regulations 2008
Changes to the complaints procedure
From 8 May 2008 the responsibility for considering complaints that a Councillor may have breached the Code of Conduct is moving to the standards committees of local councils.
What this means to you
After 8 May 2008 if you want to complain about the conduct of a Councillor or co-opted member of Calderdale Borough Council or any parish or town councillor within the Borough, you must submit your complaint in writing to:
The Monitoring Officer
Calderdale MBC
Town Hall
Halifax
HX1 1UJ
stating the nature of your complaint, and where possible, enclosing supporting evidence. If you first want to discuss your complaint with the Monitoring Officer, please contact Bernadette Livesey on 01422 393063 or e-mail her at bernadette.livesey@calderdale.gov.uk.
What a Complaint must cover
The Council's Standards Committee and its sub-committees can only deal with complaints about the behaviour of a Councillor. It can not deal with complaints about things that are not covered by the Members' Code of Conduct. If you make a complaint, it must be about why you think a member has not followed the Code of Conduct.
Where to see the Code of Conduct and Members' Register of Interests
Calderdale Council's Code of Conduct is available on the Council's website (www.calderdale.gov.uk ) and may be inspected at Westgate House, Westgate, Halifax HX1 1PS during office hours, as may the Register of Interest of the Members of Calderdale Council, and the Register of Interests of the Town and Parish Councillors within the Borough.
The Codes of Conduct and Register of Interests for Town and Parish Councillors are also available from the relevant Town / Parish Clerk and their details can be obtained from the Town / Parish Council or from the Monitoring Officer.
