Eligibility bands and criteria for community care services

In April 2003 the Government introduced a new eligibility framework to be used for all adults seeking social care support. The eligibility framework is based on individual's needs and risks to independence and is graded into four bands which describe the seriousness of risks to independence and other consequences.

The impact of stress on carers is always taken into account and a separate carers assessment will be undertaken where relevant; this may affect the eligibility band of the person being cared for.
